EOP&S, CARE, and NextUp
The Mission of EOP&S
To encourage the enrollment, retention and completion and/or transfer of students impacted by language, social, economic and educational disadvantages.
If you need assistance with general questions, send an email. Remember to include your Student ID number if you are a student.
- All EOP&S appointments are now available in ground (if you are cleared), by phone and/or zoom. Students will receive a notification email confirming their appointment.
- To access your Individual Student Education Plan (ISEP), log in to eServices, select the "Academic Records" tab and then select Student Ed Plan.
- If you are cleared to be on campus, you can visit the EOP&S office during office hours or call the office to schedule your counseling contacts
Eligibility of services continue as long as you fulfill all Mutual Responsibility Contract requirements each semester and are under 70-degree applicable units or in a High Unit Major (NextUp students are exempt of the unit requirement).
- Be a California resident for at least one year and one day before school starts, or eligible AB540 status;
- Be enrolled in at least 12 units or more to receive services, waitlist classes do not count (unless you qualify for a DSPS unit reduction service, contact the EOP&S office for details)
- Have completed less than 70-degree applicable units (from all colleges attended)
- Be approved for a California College Promise Grant (CCPG), formerly known as the Board of Governors Enrollment Fee Waiver (BOGW) under either CCPG-A, CCPG-B, CCPG-C (with 0 EFC)
And One of the Below Criteria:- Self-Placement results, enrolled in or previous remedial educational courses
- Did not graduate from high school and did not complete a GED or high school proficiency test
- High school GPA 2.49 or below
- You are the first in your family to enroll in college (first-generation college bound)
- Participants receive educational, academic, and short-term personal counseling, comprehensive academic guidance with career guidance and an individualized educational plan (must be a current participant to meet with an EOP&S/CARE/NextUp counselor)
- Priority Registration for classes the following semester
- Tutoring services in math and science courses
- Textbook grants to pay for books and/or educational supplies
- Transfer Services and fee waivers for CSU/UC admission fees
- Letters of Recommendations
EOP&S Student Workshops: examples include study skills, money management, career exploration, and personal development.
Cooperative Agencies Resources for Education (CARE) Program
CARE services are available to ARC EOP&S students that are single head of household receiving CalWORKs cash aid for themselves and/or their dependents. The program collaborates with campus and community agencies to advance the development in self responsibility and advocacy to accomplish career and life goals for single parents/guardians.
Be accepted into the EOP&S and meet the EOP&S eligibility requirements
- Be a at least 18 years of age or older, single parent, head of household
Parent/guardian or child must be a CalWORKs/TANF recipient
EOP&S Services and:
- Semester CARE grant
- Referrals to support groups and workshops
- Additional assistance with textbooks and/or supplies (when funding permits)
Assistance with additional services (meal tickets, transportation, and/or grants) when funding permits
NextUp Program
NextUp services are available to ARC EOP&S students who are current and former foster youth. Our goal is to assist, encourage, and support current/former foster youth students to achieve their educational objectives and goals by providing professional skills workshops, book and supply assistance, and more.
Be accepted into the EOP&S and meet the EOP&S eligibility requirements
- Apply and be accepted into the EOP&S Program and meet EOP&S eligibility requirements
- Must be enrolled in a course for the current academic semester and have an educational plan
- Current/former foster youth
- Verification of dependency as a foster youth on or after 13th birthday (Ward of Court Letter Required)
- Be under 26 years old at the start of the academic year
- Ward of the Court Letter Required
* Foster Youth can be accepted to the EOP&S/NextUp Program at any point during the academic year as long as they are meeting the above qualification.

Student Services Resource Center: Academic Tutoring
Student Services Resource Center (SSRC) provides on ground tutoring and virtual (via Zoom) for EOP&S/CARE/NEXTUP, CalWORKs, DSPS and Veteran Students participants.
